Tree Surveys for Housing Associations & Registered Providers — Greater Manchester, Lancashire & Cheshire

Managing tree risk across a large and geographically dispersed housing stock presents particular challenges — from maintaining defensible audit trails of inspections and actions, to responding to reactive tenant reports, to ensuring consistent compliance with duty of care obligations across hundreds or thousands of individual trees.

Urban Tree Management works with housing associations and registered providers of all sizes across Greater Manchester, Lancashire, Cheshire, Merseyside, and the wider North West, designing and delivering tree inspection programmes that are proportionate, cost-effective, and legally robust.

Your Duty of Care

As a housing association or registered provider, your duty of care extends to all trees on land you own or manage — communal gardens, estate green spaces, boundary trees, and trees in individual tenants' gardens where they form part of the demised property. Where a tree on your land causes injury or property damage and you cannot demonstrate that reasonable steps were taken to identify and manage the risk, your organisation is exposed to significant legal and financial liability.

A well-structured, regularly reviewed tree inspection and risk management programme is the most effective way to meet this obligation. For full details of our tree inspection methodology and the QTRA risk assessment process we use,

See our dedicated tree inspection and risk assessment page.

Cyclical Inspection Programmes

Urban Tree Management designs cyclical tree inspection programmes specifically for housing association portfolios, recommending annual inspections for high-risk trees and two to three year cycles for lower-risk populations — ensuring all trees are inspected at an appropriate frequency and that all findings and actions are systematically recorded. Between formal inspection cycles we are available to respond to reactive requests — tenant reports, storm damage assessments, urgent safety inspections — as part of the ongoing programme.

Digital Tree Management Records

All survey data is recorded using GPS-enabled digital tree management software, producing geo-referenced tree location plans, condition and risk ratings, and prioritised works schedules for each site. Using Pear Technology's system, we maintain a complete, searchable record of every tree inspected, every defect identified, and every action recommended — giving your asset management or estates team a clear audit trail of your organisation's tree risk management activities accessible via a web portal at any time.

How We Work With Your Team

We work closely with housing association asset managers, estate managers, and maintenance coordinators to ensure survey programmes fit within existing maintenance cycles and reporting structures. We are experienced in working alongside in-house maintenance teams and approved contractor frameworks, and in producing outputs in the format required by your organisation's asset management system. Supporting documentation for insurance purposes, legal proceedings, and regulatory inspections is provided as required.
