THE CHALLENGE:


Moor Park Primary School in Blackpool — part of the Synergy Education Trust — had a number of trees on and along the school boundary that had been identified as causing concern. Several trees had suffered snapped or cracked stems — structural defects that in the context of a primary school boundary where children, staff, and members of the public pass regularly presented a potentially unacceptable level of risk requiring urgent professional assessment.


The school and the Trust needed a professionally documented tree risk and condition survey confirming the nature and structural significance of the defects, providing a clear risk rating for each affected tree, specifying the works required to reduce risk to an acceptable level, and providing documented evidence to support the school's duty of care obligations to pupils, staff, visitors, and members of the public using the adjacent footway.


OUR ROLE:


Urban Tree Management carried out a full tree risk and condition survey across the school grounds with particular focus on the boundary trees showing structural defects. Every tree was assessed using the Visual Tree Assessment methodology, examining the crown, stem, root zone, and surrounding environment for signs of structural weakness, decay, or instability.


The trees with snapped and cracked stems were assessed in detail — documenting the location, nature, and extent of each structural defect, evaluating the residual structural competence of the affected stems, and assessing the level of risk posed to targets below and adjacent to the canopy given the volume of pupil activity and public footfall in the area. QTRA risk ratings were assigned to each tree presenting elevated risk, providing a quantified risk figure allowing the school and the Trust to prioritise management interventions proportionately. A full written report was produced documenting all findings, the QTRA risk ratings, and a clear prioritised works specification written in sufficient detail to be passed directly to the school's appointed tree surgeon for pricing and execution.



THE OUTCOME:


Moor Park Primary School and the Synergy Education Trust received a professionally documented tree risk and condition survey identifying the structural defects posing risk to pupils and the public, providing quantified QTRA risk ratings for all elevated-risk trees, and giving the school a clear prioritised works specification allowing the risks to be addressed systematically. The report provided the Trust with the documented evidence needed to demonstrate that their duty of care was being actively and professionally managed — and that their decision to commission the survey and act on its recommendations was a proportionate and responsible response to the identified tree risk.
