What is CAVAT?
CAVAT — the Capital Asset Valuation for Amenity Trees method — is the most widely used and legally recognised methodology for placing a monetary value on amenity trees in the United Kingdom. Developed by the London Tree Officers Association and now used by local authorities, insurers, solicitors, and arboricultural consultants nationwide, CAVAT calculates the replacement cost value of a tree based on its size, condition, location, and amenity contribution — producing a defensible, reproducible figure that can be used in legal and financial contexts.
The CAVAT value of a tree reflects what it would cost to replace the amenity benefit the tree provides — not simply the cost of planting a new tree of the same species, which would take decades to reach the same size and provide the same level of benefit. For large, mature trees of high amenity value, CAVAT valuations can run to tens of thousands of pounds, reflecting the genuinely significant financial loss that results from their removal or damage.
When is a Tree Valuation Report Required?
Tree valuation reports are most commonly required in legal disputes involving tree damage or removal — where one party has caused damage to or removed a tree belonging to another and compensation is being sought. They are also required in compulsory purchase proceedings where trees on the affected land have amenity value that needs to be quantified, in insurance claims where trees have been damaged by storms, fire, or third party action, in boundary disputes where trees have been damaged or removed, in planning appeals where the loss of trees is a material consideration, and in estate and probate proceedings where trees form part of the capital value of a property.
