Discharge of Planning Conditions for Residential Property — Chorley
THE CHALLENGE:
A residential property owner in Chorley had received planning permission for works to their property subject to a condition requiring arboricultural supervision and sign-off before the local planning authority would discharge the condition.
The works involved construction activity in close proximity to a mature tree subject to a Tree Preservation Order, and Chorley Council required confirmation from a qualified arboricultural consultant that the tree protection measures had been correctly installed and maintained throughout the works before the condition could be formally discharged.
OUR ROLE:
Urban Tree Management carried out pre-commencement, during-works, and post-works inspections of the tree protection measures and construction activity near the retained tree, verifying at each stage that the approved Tree Protection Plan was being correctly followed by the contractor.
Written inspection records were produced following each site visit and submitted to Chorley Council as evidence of compliance with the arboricultural planning condition. Where minor adjustments to the protection measures were required during the works, Urban Tree Management advised the contractor directly and confirmed the adjustments in the inspection record.
THE OUTCOME:
Chorley Council was satisfied that the arboricultural planning condition had been complied with in full, and the condition was formally discharged — allowing the property owner to complete their works without further arboricultural involvement and providing a clear, documented audit trail of tree protection compliance throughout the construction programme
